    Hello,

    Environment and Climate Change Canada (ECCC) is proposing amendments to the Wastewater Systems Effluent Regulations (WSER). You are receiving this email from because we understand that your wastewater system is subject to the WSER. As such, we are seeking your input on the proposed amendments.

    We have published the proposed Regulations Amending the Wastewater Systems Effluent Regulations (proposed amendments) in the Canada Gazette I. We are initiating a 60-day public consultation period. We invite you to review the proposed amendments and share any feedback and perspectives by July 26, 2023.

    Proposed Amendments

    The proposed amendments would allow new applications for extensions to upgrade wastewater systems (transitional authorizations). They would also expand temporary bypass authorizations for maintenance work at the treatment plant to include releases from the sewer system and would set conditions based on risk to the environment. ECCC is also proposing to amend administrative provisions to provide greater clarity and resolve implementation issues.

    We have created factsheets that explain through the proposed changes to the Regulations, which are available on our webpage.

    Feedback and Information Sessions

    To provide your comments on the proposed amended regulations, please use the commenting boxes provided on the Canada Gazette webpage and if you have comments on a specific section, please note it. You can comment on behalf of an organization, individually, or anonymously, and your comments will be publicly available to increase transparency and accountability.     We will be hosting public information sessions to discuss the proposed amendments, answer questions and receive feedback. To register for a virtual information session, please visit our webpage using the following link: Consultations on wastewater - Canada.ca.

    The CTV network’s W5 program aired an episode on asbestos-cement pipe. The episode is titled “Something in the Water” and is being promoted as an exposé of a serious threat to community health.

    We expect this program to spark concerns and questions from your community/customers and from local media. So the CWWA has prepared these brief Speaking Notes to assist in addressing those concerns. with your senior management, communications team and Council, or whoever may be asked to address these concerns for your community.

    National Indigenous Water Operator Day is March 21 is in recognition of the vital work done and the dedication shown by those who work to provide safe drinking water for communities throughout Manitoba.

    The MWWA would like to thank the Nation's Indigenous Water Operators for their hard work and dedication to their communities and the industry.  We celebrate the work that you do on this day dedicated to you and the important service you provide.

    The MWWA Board of Directors has  acknowledged the hard work and dedication of dearly departed member Wayne Wall, at this years awards Ceremony,

    Conference Committee member Karly Friesen, read a heartwarming epitaph in front of a full house of delegates and Wayne's Wife and Daughter highlighting Wayne's commitment to the water and wastewater profession, and the MWWA.

    The MWWA Bursary shall now be known as the Wayne Wall Memorial Bursary in honour of Wayne's contributions and support of the MWWA. 

    The Wayne Wall Memorial Bursary is open to the children of all MWWA members in good standing. The child must be in their high school graduation year and pursuing a post secondary education after graduation.  Applications will be available starting in April.

    New AWWA guide helps water utilities navigate upcoming lead requirements

    A new communications guide to help water utilities navigate the latest regulations concerning lead in drinking water -- in particular the U.S. Environmental Protection Agency's (EPA) revised Lead and Copper Rule (LCRR) -- has been developed by top water sector professionals and is now available on AWWA's website. Many of the communication tools  and information will be highly applicable to Canadian Utilities as well. 

    The Lead Communications Guide and Toolkit draws on insights and examples from utilities throughout the United States and Canada. It was developed by a project committee of AWWA members from the Public Affairs and Water Utility councils with contractor HDR Engineering. An overview of the guide is being presented today, 11 a.m. to 12:30 p.m. MST, during an AWWA webinar, Let's Talk Lead: New LCRR Communications Tools to Strengthen Public Trust.

    "Consumers need to hear from us and hear the story of drinking water and what we do to minimize the risk of lead getting into drinking water," she added. "Regardless of whether your utility has a dedicated communications department, we all have the responsibility to engage with our communities proactively and on an ongoing basis. The Lead Communications Guide provides strategies and examples of how utilities can build positive and transparent relationships with their communities and become a trustworthy source of information."

    Included in the guide are sections covering:

    • Best practices for communications, including examples and guidance
    • Tips for communicating about water quality with the public and community members    
    • Regulatory requirements and what they mean for a utility's communication and outreach efforts    
    • Checklists for meeting key LCRR communication and outreach requirements and assessing a utility's readiness for implementation
